The Hevecam plantation, located in the southern part of the African country, is 90% owned by GMG. GMG plans increase rubber output through a recent acquisition of another 46,000 hectares of land near the existing 40,000 acre rubber plantation at Niete. The massive project managed by the Hong Kong Mass Transit Railway (MTR) Corporation would shorten the travel time between Hong Kong and Guangzhou to less than an hour and is seen as a win-win strategy for both cities. However, as prices for construction materials spiraled upward over the past three years, the XRL budget has nearly doubled from HK$39.5 billion ($5.1 billion) in 2006 to HK$69 billion ($8.9 billion) this year.According to the Capital Works Reserve Fund 2008-2009 from the Hong Kong Executive Council, as much as HK$84 billion ($10.8 billion) could be spent next year. That is double the original budget estimate for building the entire railway.Some speculate that by the year 2015, when the rail link is scheduled to open, the cost will have skyrocketed to more than HK$90 billion ($11.6 billion).In mid-September, Eva Cheng, Secretary for Hong Kong Transport and Housing, said the cost of construction materials had decreased slightly in recent months, but the administration was still calculating the final expense.A must-do project Although the cost of railway construction is alarmingly over-budget, Cheng stressed the importance of the XRL project and warned that any hesitation will make Hong Kong a lonely island in tough economic competition with fast-growing inland cities."The rail link would carry about 100,000 passengers per day in 2020 and 120,000 passengers a day in 2030, saving 40 million hours of travel time," Donald Lam, media director for Hong Kong Transport and Housing, told the Global Times, "The economic rate of return is about 9 percent."He added that the express railway is an important link to the mainland’s high-speed rail network.
